  • If there is someone waiting to speak, please say that you are raising your hand in the google call chat. (This will be demonstrated)

Covid Policy Update

Remote work update

  • Michigan "Vacc to Normal" first target (55%) achieved
  • As of 5/24, remote work is not required for any sector

Informal not-proposing-yet proposal:

Change Covid Policy from

  1. Member meetings, classes, training, tours, member on-boarding activities, and project work should be conducted remotely whenever reasonable.
  2. When remote use is not reasonable, i3 members and guests aged 10 and older may use the space, equipment, and tools for the following activities:
    • Working on projects (per Emergency Order under MCL 333.2253 – Gatherings and Face Mask Order)
    • 1-on-1 trainings, including member onboarding activities. No group trainings or classes (per Emergency Order under MCL 333.2253 – Gatherings and Face Mask Order)

to

  1. i3 members and guests aged 10 and older may use the space, equipment, and tools for the following activities:
    • Working on projects
    • In-person training & classes
    • Tours of the space

Notes on proposal

  • Takes out all mention of “doing remote work whenever reasonable”
  • Adds multi-person classes (vs just 1-on-1 training)
  • Adds back tours
  • Does NOT add back social gatherings. Those are still prohibited.
  • Meetings are still virtual for now
  • On-boarding activities will be virtual or in-person at the discretion of the membership coordinator.
  • Health screenings, calendar entry, & occupancy limits are unchanged. Masks, distancing, cleaning are still required.
  • Questions
    • Ashley - Are businesses required to operate at reduced occupancy?
      • Jamie - Unsure if this is only for customer facing business or if it also impacts other areas.
      • Mel - It varies based on industry type, and we are closest to recreational.
      • Ashley - As we don't fit any of the categories we shouldn't be subject to limits.
      • Evan - We've possibly only hit the limit once in the past year, so no need to go up.
      • Mel - Currently at 50% for recreational and 30% for fitness. May be dependent on activity level. Removing all limits may be problematic with the spirit of the law. Some members like knowing the actual count on the calendar, as they won't come in when it's crowded. Not in favor of an increase at this time.
      • Jamie - Need to balance the effort of creating a calendar entry vs. people not returning to the space when crowded.
      • William - How long before we reach a higher percent?
      • Mel - 55% was on the 10th.
      • Jamie - Has increased 1.5% since then. It will be a little while if the trend continues. Past performance does not predict the future.
      • Jeff - What is the policy for full vaccinated people? Specifically on the mask wearing.
      • Mel - The only rule that is different at the state level that differs between vaccinated on not is masks wearing.

Mask requirement

  • The CDC & Michigan have both said that it’s OK for vaccinated people to not wear masks.
  • The state of Michigan is still requiring distancing
  • MI law requires us as an organization to make a “good faith” effort to ensure that only vaccinated people are not wearing masks. Options for this are
    • Blanket mask order (our current state)
    • A sign on the door saying only vaccinated people can be mask-less
    • Asking people not wearing masks if they are vaccinated
      • Asking on health screening form before each visit
      • Asking for copies of vaccination cards one time & compiling a list of vaccinated people
      • Just asking people at the space in person.
  • Q&A
    • William - Face shields and masks shouldn't be needed for those who are vaccinated.
    • Evan - Has been in the space on weekends with a small group. Wouldn't trust any reasonable results, and if there are those without masks would probably leave rather than trust.
    • Nick - Agrees with Evan. Should follow the rules.
    • David - Agrees with Evan. Won't show up in the space if others are mask-less.
    • Jeff - Should submit evidence to Evan.
    • Evan - Main point, is even with evidence I wouldn't trust it, and can't validate it so, providing it doesn't do anything, and wouldn't satisfy me.
    • A'Lisa - There are still other colds going around with similar symptoms. Wearing masks will also help with those and help reduce transmission. Also comfort level for those with similar symptoms.
    • Mel - Can confirm that other symptoms also get treated as they could possibly be COVID. We would need to very careful with having to retain personal data as we are not equipped to protect it. It is another liability we probably should not take on.
    • Ashley - Very reasonable to keep a mask mandate. It is consistent with many and is more inclusive as well, and there is still a significant spread. Would like to see an end target. This is a fairly new change, and may take time to build confidence in the changes.
    • Mark - If we collect the data, we would need to treat it like financial and we don't have the abilities to do this. The system would not be manageable.
    • Jeff - Is OK with wearing masks as that seem to be consensus. Would be willing to provide the information.
    • Mel - An end date is important. It should hopefully align with better with future state requirements. Many sates that did not drop the mask mandate do have a future date.
    • Fawn - Likes the blanket rule. Trying to make exceptions is more complicated. Would be good to tie the future to a vaccinated percentage. There are benefits to mask wearing for allergy season as well.
    • Nick - Is 70% the mid point or the end point?
    • Jamie - Likes the idea of 70% as it has been represented as the target for herd immunity. Is
    • Mark - Rather than worry about target, we can revisit in the future.
    • Fawn - It would make sense to pick a metric.
    • Mel - We can pick an end point and change later. Changing plans is something logical to do. Likes metrics.
    • Evan - Instead of a number pick something else that changes. Decide to have a future conversation when the state drops the mask requirement for everyone. It helps to avoid liability.
    • David - Would like to see a metric on cases and hospitalizations.
    • Jamie - Understands the desire to be unmasked in the space, but it isn't clear how to do that. Recommends tabling until the state drops the mask requirement for all.
    • Mel - Should we vote now?
    • Jamie - As this is new and last minute, would wait until June.
    • Mark - State has a legal requirement to have agenda items published a week in advance.

Informal not-proposing-yet proposal:

Change item 6 in covid policy from

  1. While at the space
    1. Face coverings are required to be worn over the mouth and nose at all times while inside the space. Face shields are required when consistently working within 3 feet of someone else. Additional PPE (gloves, safety glasses, etc) is available. Individuals are encouraged to provide their own PPE, however i3 has non-medical face masks available for use.

to

  1. While at the space
    1. Face coverings are required to be worn over the mouth and nose at all times while inside the space if you are not vaccinated or partially vaccinated. Face shields are required by all individuals regardless of vaccination status when consistently working within 3 feet of someone else. Additional PPE (gloves, safety glasses, etc) is available. Individuals are encouraged to provide their own PPE, however i3 has non-medical face masks available for use.

And also update screening form if that's how we want to enforce it

Future Vacc to Normal Milestone Impacts

  • 60% vaccinated - Occupancy limit raised to 50%
    • 35 people total in the space (A side + B side)
    • Or 17 on each side if we want to be picky
    • This could be the step where we don't require calendar entries, on the assumption that we're not likely to violate 50% occupancy
    • We would still require health screenings & use those for contact tracing if necessary
    • Masks, health screening, distancing, cleaning still probably required
  • 65% vaccinated - Occupancy raised to 100%
    • 70 people total or 35 per side
    • If we don't relax calendar entry at 60% milestone, maybe we would at this milestone?
    • Masks, health screening, distancing, cleaning still probably required
  • 70% vaccinated - no more covid rules needed
