Howto Determine if something is a scam

Add images of scam email to president as example because it was good and made readers do a double take. Warning sign was unfamiliar address. Checked with president to confirm. Prevention is having a system for reimbursements. Reason why we're doing one.

Also add image or text of email from city that looked like a scam but wasn't.
